photo is not being uploaded

i am trying to upload jpeg pic of my house but i m unable to upload this.  what should i do

I have 8 well-sized photos up. The 9th one was missing when I logged on, and I cannot upload a replacement. If there's a maximum total file size, it should be stated. I've even re-sized #9 but after about 10 tries get the same error (basically: try again).
