That seems pretty clear to me. It says AND not OR.
The reason the 14 days is there is that if, for instance, you made a booking on the 1st of the month for a check-in on the 11th of the month, chose to cancel it within 48 hours, that would still be less than the 14 days, so you would not receive a full refund.
Some hosts may be willing to refund the full amount if they are able to rebook the dates. Since November is still a ways away, you could always ask the host if they would consider this. But they aren't under any obligation to do this, it's the guest's obligation to understand the cancellation policy when they book. And even if the host agrees to refund, Airbnb will keep the fees they charge, which the host can't do anything about.
Also be aware that hosts don't get paid until 24hours after a guest checks in, so until November, the host won't have any of your payment.
