waiving cancellation policy minus my expenses

My one guest turned up for check-in as a family of four. Airbnb has told me that as the listing clearly states that my apartment is for one or 2 adults and the booking was made for one guest, I do not need to accomodate them. My guest will have to cancel and I would like to waive my cancellation policy so that he doesn't lose his money althrough this has not been any of my responsibility. But I would like to charge my cleaning fees and telephone bills over this booking. How can this be done ??
