Airbnb host fees

I have been an Airbnb host for three years, renting out a room in my home. Up until the last pay out, the Airbnb host fee was computed against the room rate only. But with the last payout, they added the cleaning fee to the room rate and then applied the 3% host fee against that total. When I called Airbnb, I was told that that is the new norm as of June or July, but I advised the agent that I have had many guests in June and July, and that the 3% host fee for all of those guests had been against the room rate only, not against the room rate and cleaning fee. What is your understanding of the host fee being applied to the base room rate?
