Can I {host} review if they {guest} don't?

This is so basic, but I want to know: If I write a review and my guest does not will mine still be available to the community after 14 days?

We had a member that booked our accomodations and sent another couple in their stead. They really tried to keep us from figuring that out, so we feel tricked. If we write a review to tip off other hosts to their pratice but they don't write one at all for us will ours still be posted? Thanks.
