Changed Cancellation Policy - Did Not Receive 50%

I host an Airbnb and changed the Cancellation policy to be strict from flexible. I had a guest cancel their reservation less than a week before their stay and did not receive the 50%. Does it matter if the person booked before I changed the policy for it to be applied to their stay?

 

For example: if the guest were to book on the 3rd of the month to stay the 16th and 17th, but cancelled on the 13th; if I changed the policy on the 6th, would the strict cancellation policy not apply to this guest?

The policy at the time of booking is the valid one.

@Michael1538  The policy that applies is the one that is in place when they make a reservation.
