Today I discovered my guest brought two dogs after I have changed my pet policy to no pets. The booking lists no dogs. The guest claims to have checked the pet box. I asked to meet the guests and the dogs to see if they are well behaved and was refused yet they offered to leave if I would not respet their privacy.. I am surprised by this. There seems to be no rule for a guest who refuses to meet host. This seems like a trust and secutity issue. Any one elae have experience here? Should I ask the guest to leave or trust they are ok with out meeting them?

There is nothing in the Airbnb rules that I know that says you cannot go to your home while the guests are there to inspect the property. If they decide this is some sort of violation or it in some way prohibits them from staying, they can choose to reach out to Airbnb and follow the cancellation process. Wanting to meet them and their pets seems very reasonable to me.
Make sure you are having all conversations with them via the Airbnb portal in case this becomes an issue. If you had the conversation with them about an "invasion of privacy" via the phone or text, reiterate the conversation within the Airbnb email system so Airbnb has a record of it in case these guests do decide to cancel.
I don't know if landlord/tenant rule applies, but in New York City a landlord is not allowed entry to a place he owns when it is rented out, except by prior arrangment with the tenant and with the tenant's acquiescence.
I'm surprised you are allowing them to break your house rules by bringing dogs and then 2 of them to a no pets accommodation.
As @Alice-and-Jeff0 says keep all (attempts at) communication on the booking message thread. But if it was my accommodation I would be more adamant about the dogs that are simply hijacked onto the listing. Your house, your rules. If they don\t comply or react while breaking house rules you would need to be more clear with them and I'd also consider contact ABB about asking them to be re-located due to breakig the rules and avoiding you.
Did you have the pet box ticked at the time of them booking? You say you changed it, and if it was afterwards they would be right in them saying they ticked it in their search. Apart from that, yes you have every right to meet guests and I would welcome them cancelling. Not guests you want. Woof.
