Response rate

Do you have to 'pre-approve' or 'decline' an inquiry to maintain your response rate, or can you simply respond to the question/msg? I feel like in the few instances when we have simply responded to their question, but did not pre-approve because we were not fully comfortable (but also did not want to decline) our response rate has gone down.
