My potential guest has a strict budget. How can I determine, on my end, what I can charge and still have him within his budget (including fees)?

I suggest you check out this Help Guide: https://community.airbnb.com/t5/Tips-Tricks/How-Much-Does-a-Guest-Pay-A-How-To-Guide/m-p/24677#M1145

You would need to adjust the rate on your calendar and try different  rates using the Help Guide above.  You should also be able to figure out the Airbnb fee charged to the guest using the help guide and then you could make a special offer knowing this rate.
