Escalation on non resolution of issue

I have escalated an issue I think almost a 100 times now with no-one getting back to me with any closure. 

Everytime I need to call back in again, it gets investigated and then Airbnb goes quiet. 

It has now been 17 days and counting. A refund was given to a guest with no permission and no engagement with me, the Host. 

Has anyone else had an issue with Airbnb stealing money? Are there options to report them to the Police or government in your country? What is the best way to try and get feedback and a resolution?
