It would be really nice if Abnb would differentiate between a wall mounted or floor stand fan .. and actual Air Condition. I travel to the Kenyan coast a lot and the heat is unbearable, so booking a place with AC only to find a small semi-broken rattling fan is a terrible experience.
And some hosts are scammers, with 1+ 1 star reviews saying it's a scammer and yet, 2 years later the listing is still there.

It sounds like the problem is with the host, who ticked air conditioning while there was only a fan. You should be able to cancel your booking and get a refund if you contact Support, especially if you mention the heat and the fact that you specifically booked the place because it had air conditioning.
Ticking the correct amenities is crucial for hosts, as the listing is otherwise misrepresented - in this case it sounds unacceptable. Broken air conditioning is one thing (which may have caught the host off-guard and could hopefully be fixed as soon as possible), but here it sounds like there never was air conditioning in the first place.
Yes, this is the case in most of the East African Abnb's I've stayed in, they have Air Condition on the amenities list, but when you show up they have only fans (no pun intended).
