They may not have downloaded the Airbnb app on their phone but you have their phone number so have you tried sending them a message via WhatsApp?
Alternatively, by clicking on the guests booking reference you can contact Customer Service and explain by chat what the problem is. I have had CS reach out themselves to guests before.

@Annette897, I would try calling the guests and if I can't reach them, text them by SMS.
