Streaming TV box with 'Hotel' setting

Hi all,

Need some advice, We are finally getting fibre after years of 1meg ADSL and I would now like to put an Android TV style box in the apartment to offer TV from around the world,
Mainly UK, French, Spanish and German. (I know I'll probably need a VPN or Smart DNS)

I don't want people to be able to install apps or change the settings.

Anyone have any suggestions or experience with this??
