Everyone with rental property in Italy will be aware of the need for a CIN, but first you need the local version the CIR. In Umbria this is proving very difficult to obtain.
The commune has actually been very helpful, and I am getting the required works fulfilled to their satisfaction, but it then has to be processed in Perugia, where there are only 2 people for the whole of Umbria.
My understanding is that the larger cities are managing ok with this, but the smaller areas simply can't cope, does anyone else have this problem?

There was an option on the CIN site, using the foreigner option, to make a regional declaration that everything was correct. You need to sign in to get access to it, which is quite involved.
However, for my area, Castiglione del Lago in Umbria, I don't think that will pass the test. I haven't heard back anyway despite the 30 day promise. I'd say that's a real long shot.
I have now engaged a geometra with close links to the comune, and we're getting a report made on which the council will send an application to Perugia.

I had the same problem with logging into BDSR as a foreigner after receiving my credentials, and it saying it has sent a one time password which appears nowhere. I am in Italy so location is not the problem.
I have resolved it by doing 'forgot password' every time I want to enter BDSR. I just reset to a new password each and every time I enter.

I've also been struggling with this new regulation and the more I read the more overwhelming it all becomes. I have asked a geometra for assistance and now, a few months ago, I hired a local lawyer. No results until now. No CIR and of course, no CIN.
I'm wondering if I can continue renting the three vacation apartments in our home in Lazio, that we've been offering the last three years. (I just read I'm not allowed to have more than two units at one address?!) Most everything available online is not only just in Italian, it's also in a complicated legal Italian... I've also read that each guest must sign a contract with us? That we need to report?? And that monthly, all guests from the previous month must be reported to some authority? It is really quite a lot.
I'm looking for some guidance here because it feels truly insurmountable at this point.

The registering of guests with the police is separate to the CIR/CIN, I'm not doing it yet, my Italian neighbours are.
There will be a way to use all the apartments I'd say, but different communes have different ways of going about it. In my experience things that are declared impossible find a way of becoming possible.
The great hope for us, and of the record Airbnb, is that the deadline gets put back again. Thus allowing the local authorities to catch up. My guess is there's enough people in our predicament that this could put a dent in Italian tourism.

I've got as far as getting a CIR number ... but when I apply for a CIN number my CIR number is not recognised. So I need to fill in yet another form which looks like quite complicated to raise a query.
The one thing from this forum is that when applying for a CIN and it asks for a one time password, I think that password doesn't go anywhere ... so I just reset my password everytime.

Good day all...I too am having great difficulty with the whole process! We have a place in Puglia and have started the process but getting a CIR and ultimately a CIN is very challenging. We have registered our property with the Ministero del Turismo with user name and have entered with a password but we are still waiting on a response with the below error message. "We will send a report to your region, which will verify the data entered within 30 days." Any insights would be appreciated. Thanks

I hope you have made progress on your path to this CIN code... I actually almost had it but then I was asked for my SPID... And to get a SPID you need an Italian ID. To get the Italian ID you must have a residency permit... How is that possible? Wouldn't that mean people who do not live full-time in Italy, but with a second residency here, could not officially rent them out?

In order to get residency you need to declare that this is where you live, sounds strange, but it worked. As of last week now have an Italian ID card.
Once you have residency you don't have to pay IMU and your rates are lower.

Hi Jeremy - declare it with who exactly? Do I just walk into the commune? I have huge problems getting a SPID to access online gov services to obtain the CIN. I have a digital nomad visa and live there, but don't have residency, so who do I declare this to to obtain the residency? The police? Or the commune? I'm going back in January and hoping to sort it. Can't get through on the online process without Italian digital ID card which I just can't obtain remotely. THANK YOU in advance!

Yes, for me, the comune. I got myself an Irish passport, and so had EU status.
I think if you don't have that, but you have digital Nomad status, the next step is to register with the Qustura, and then go to the Comune. But I would recommend speaking to some one like Kidane who knows the process inside out.
My Italian is ok, but I brought an Italian friend who was able to do some buttering up. Made a big difference!
It takes a while, but if you persist I'm sure you'll get there.
Okee dokee - do you mean I need to register with the police when I next return? What is the Qustura? And also I;ve just discovered that I need a CIR! Which I don't have either even though I've rented out my place on Airbnb for the past two summers and paid taxes via this platform too... Lordy... how do I get a CIR? GRAZIE!!!

Last Tuesday, the 10th, the Ministry of Tourism wrote to me saying that it was over 30 days since I'd applied online (its was over 60!), I could now go straight to ordering a CIN, without the CIR.
This was fairly complicated but is now done. I am now waiting for them to send me the CIN 6 days later.
The way this now works is that if the comune finds an issue with the house they can fine you or retract your CIN, but I have established a relationship with the comune and it understands works are being carried out.
