Add Payout Method is not working

I am a new host and it is also not allowing me to setup payment.  I enter all the banking info.  It looks like it is processing and then it takes me back to the initial 'Setup Payment' screen, says 'ERROR' at the top, and that that disappears and I'm just back at the original screen.  It never explains what the error is.  Pretty frustrating and compounded by my seeming inability to speak directly with anyone about it so I can figure out a fix.  Hoping someone can advise me.  Doing this on Google Chrome from a laptop.  Thanks!
