Any tips on keeping Hot Tubs clean, avoiding misuse by guests?

It seems that we are having to drain, scrub and refill our hot tub EVERY WEEK because guests get it incredibly dirty - the water is yellow and scummy! ugh! Our pool guy says it is from guests wearing sunscreen, but I feel I can't very well ask guests NOT to wear sunscreen when they are out in the sun! Does this sound normal? any other experiences, suggestions, solutions? Thanks!!

@Hale-Mar0 We installed outdoor showers with eco-friendly liquid soap by our tubs and in our house rules: all guests must shower before and after hot tub use. Our current problem though is that in cold weather they seem to hop in without rinsing thoroughly and turn the tubs into bubble baths.
