Business license restrictions

After 3 years as an Airbnb superhost, I just got a letter from my local city Business License Division saying I need a business license for my Airbnb business. Not only do they want $100, they also want a floor plan of my home and say that "the square footage used cannot exceed more than 10% of the existing dwelling unit." Basically, this puts me out of business.

Has anyone run into this kind of restriction in their city, and what did you do about it?
