Canceling the reservation as a host

I live in Kelowna BC Canada.

The city of Kelowna made a change of short term renters.

Now we have to get a license for the short term renters.

Not only that legal suites and carriage home can not use for the short term rent.

I have guest that I have to cancel due to this reason.

Do I get a penalty for this or is there way to get it waived for the future?
