Different Rate between Host and Guest

I don't understand why when I make a Special Offer for $850, it states that the fee is $23 and of course I receive the difference.

However, the guest states at his end it shows a rate for $938 and a $89 fee.  What is up with that?  Anyone have any thoughts on this?

That is because Airbnb takes a smaller fee from you, and adds a bigger fee for the guest as a service charge. If you want to now what it costs to rent your space, look at it as a potential booking and Air will calculate it.
