How To Market and Find Guests when starting out?

Hi

We have a waterfront home and have 3 rooms we want to rent as a bed and breakfast.  What are some of the best ways/places to market and advertise for little or no money to find guests when just starting.  We are really excited about this new venture.  We had been renting our rooms just as rooms and longer periods. Recently after 2 people move we started talking about tranferring into a Bed and Breakfast.  Any help and insight would be most appreciated.
