Partial or Full refund for unclean apartment

I'm currently travelling in Korea as a guest. I couldn't check in the first night due to transportation issue, but when I checked in later,  I found toenails, nails, and hairs on the desk next to the bed.  It was within the 24 hours after check in, so I immediately reported to Airbnb. The host asked me to "understand if the place isn't clean" and I'm just stunned because then why do I pay the cleaning fee and Airbnb serivce fee? Anyway, he gave me a partial refund, and kept the money for the first night. Am I wrong to believe I should be entitled to a full refund? When I requested the host to clean the listing while I was present, he said his employees are off for the day, which isn't my problem. I would be understanding if this was a local listing, but it's in a hotel. I was so disgusted and shocked. I hate uncleaned airbnb listings, it's like scamming people and they just get penalized if they get caught. Airbnb said they can't do much if the host refused to give full refund, what does the community think?

@Michelle3072 I think you should have moved out an got a refund for nights 2 through to the end of your stay. If you didn't leave then you are effectively accepting the place is clean enough for your needs.
