@Carl66 That behavior is classified as extortion by airbnb- guests and hosts cannot offer money for writing a good review, or no review. I'm not surprised the host did not send you the money- the host is obviously not an ethical person. And I assume they were afraid you would write them a bad review because the accommodation was problematic? Dirty, not as described, something like that?
If you still have time to write a review, I would encourage you to do so. Also flag the host's profile and let airbnb know about the host's refund offer to not leave a review.

Did the host made the refund via resolution centre ?
If so, maybe phone Airbnb and ask where the money is:

The review timeline has expired. Thanks for the advice, I will Airbnb know and will send them the messages between myself and the host.
@Carl66 Go to the listing under the booking information you will see a Flag and the words "Report this listing" click on that.
