Why are "experiences" in NYC only in Harlem? Is it possible to host an experience in downtown NYC?

I looked up all the legal tips on NYC laws for experiences, and I'm not sure why there are only a few experiences available in NYC.  I am thinking that they are not accepting any applications from other parts of the city?  I can't imagine people here haven't caught onto using airbnb for local experiences.  I've been looking so hard to find information on this issue but haven't managed yet.
