complain a case manager

Hi all where can i complain a case manager or make an appeal for a unfair refund decision

I also have the bad experience of case manager handling my case. She acted unfairly and did the adjustement not as we agreed. I doubt her ability to handle the case, they put her case manager either without proper training or she needs training. It is horrible experience.
