Host fee includes cleaning fee?

My most recent payout from Airbnb was less than usual because according to the agent I spoke with on the phone, the cleaning fee is added to the room rate, and the 3% is computed against that total. Up until this last pay out, my host fee was computed only against the base room rate, exclusive of the cleaning fee and all other taxes and fees. What is your understanding of what the host fee is comprised of? Thanks.
