Referring CoHost for Host Referral Program

Can an existing cohost (who has no listings on her own) qualify for the host referral program?

Not sure if having been cohosting disqualifies one as new host

I’m livid about the difficulty I’ve faced in receiving the host referral fee that I’m entitled to. I’ve worked for over a month to prove that I sent my friend a referral (which I have documentation of) but Airbnb continues to claim there’s no record of my referral. There’s now a successful listing set up because of my referral. Airbnb is claiming there is a lack of a technical issue in order to avoid paying the promised fee.
