Can I refuse to welcome guests who came with no documents without any problems later, refunds ect? I have strict cancellation rules. And how should I report this problem to air bnb?
What documents? I never ask for any. What do you ask for?
In Croatia we have to make a registration of every guest based on the document they have with them. It is a part of standard procedure.
Would international traveellers have that sort of documnetation? Presumably locals would know?

I noticed that you don't mention in your listing and especially not in your house rules that according to Croatian laws guests must have ID at check in.
I informed the guests during our conversation. I do the same for international and Croatian guests. Also, Croatia is not a part of Schengen so every internatinal guest has to have an ID or a passport to enter in Croatia. And these guests are international guests. But thank you for your suggestions. I will white this in my house rools to avoid future problems like this.

In Egypt the hotels hold your passport. On the Greek islands they give you a shot of Ouzo 🙂
I learn something everyday. Thank you for the education. The guest should cancel, not you. Otherwise they are responsible for the entire amount, not just 50%.
What happened is that they booked couple of weeks ago and among other things I informed them about the registration procedure and that they have to have an ID or passport at check - in. On Wednesday the guest contacted me and told me that they are already in Croatia (they are coming to my apartment tomorow) and that they forgot their documents at home (passport and ID). I have no idea how could they even enter in the country with no documents. They couldn t for sure. They asked if that is a problem for me and I repeated that they need to have a document at check - in. They responded that they are going to contact the embassy then and today informed me that they still don t have anything and asked if that s ok. I told them the same again. They are coming tomorow.

No expert on German ID situation but I find it very hard to believe they do not have ID, they have a national ID system, I was with a group once with someone who managed to get into France without a Passport, but everybody else had one so was not noticed.
Does a Drivers License work for your reporting requirements?
It can be if contains all the needed data. I know that croatian would not be ok, I don t know how german looks like. Even if that would be ok, there are 3 children that don t have driver licences for sure. They texted me half an hour ago that their family sent them scanned documents and that they will get "something" from the embassy tomorow. So I will accept it like that.
