I wish to refund my guest the Airbnb fees he is charged for. Airbnb says on their website to go "Your reservations" and click "issue refund" but I am unable to find "issue refund" under My reservations. Any other way I can refund the guest the airbnb fees?

I am not clear on what you want to do. 

Do you mean you want to repay the guest for the fee that Airbnb takes  or refund the guest the amount you are paid for the reservation?
