When a Guest query only says Hello and then don't reply to your Reply.

I am facing Spam 

Looking 

Queries Wherein

Guest without

Photo or previous Tours just SMS

HELLO

And then don't reply

Neither they Cancel from their End 

How to handle them?

If I decline due to any reason of mine(Like Person looks Suspicious Main Reason)

will it Impact me as a Guest in Anyways.

Is it an inquiry, or a request to book? These are different, and should be handled differently.

Just like @Trude0 says, the type of response and type of action required by Airbnb is different depending on whether you receive these spams as an information request or a trip request.

@Peace-Stays0 For inquiries just reply (a dot will do) and then don't accept/reject as rejection will likely affect your search placement. For requests to book you need to accept or reject.
