Does declining same guest several times count as separate declines?

Does declining same guest several times count as separate declines?

Sometimes I have stubborn guest that try to book several times,  but each time they get a reject. Do these rejects all count?

@Chris-and-Britt0   Yes they do. Report them to AirBnB and block them, so they can not rebook again.
