I cannot give a special offer.

I have been trying to send my guest special offer for 2 days now.   Normally when the guest book and I would to send him the offer t, I just click on the "special offer"  but there is no such a tap on my screen now.

I don't want to accept the booking and then send the offer as airbnb will charge the fee twice.   I have already planned to offer the guest the lowest rate and couldn't afford the double fee.
