Sending special offer.

A guest requested to book for 5 people.  Our listing is limited to 4.  The 5th is a child, and we are willing to accommodate for a small additional charge.  The system is not giving me the option to send a special offer like it usually does -- only to accept or decline.  How can I send a special offer in order to charge our adjusted price?
