Airbnb's inability to keep up with Airbnb plus requests

If Airbnb can’t keep up with the number of people requesting inspections to get an Airbnb Plus rating doesn’t this unfairly disadvantage superhosts etc who want their places inspected. Why can't Airbnb keep a register of the people who would like to be checked and contact them when they are in a position to do it
