Someone who sent me a booking request that i did not accept is asking me for a refund! I never got any funds from him nor did i accept his booking. he is insisting that he was charged. is there anyway i can help him?

If someone requests a long booking can you change your cancellation policy, have them resubmit and then after it’s confirmed switch it back to normal?
