Hi, i have a booking where the verification isn't working so the host won't give me the access to the room but payment has been made already so i'm stuck. Unable to check in even though I paid in full. Please help asap

I have been told by San Francisco office of short term rentals that they will not renew our certificate as they are saying it does not qualify. We believe their interpretation is wrong. Does anyone have any experience with this? Or know how to fight it...
